OPEN ACESS IN THE NEW SCIENCE AND TECHNOLOGY LAW IN SPAIN
The new Law on Science, Technology and Innovation, published on June 2, 2011 in the Official Gazette
of the Spanish State, seeking to end the gap between production-quality transfer and protection in the
scientific research, with its main objectives:
- To promote scientific research and technical innovation
- To promote technology transfer and cooperation in the investigation
- Coordinate research policies and strengthen the institutional strengthening of the agents of the Spanish Science
- To contribute to the training of researchers and promote scientific culture through education and training of the whole society
- To promote the internationalization of research
- To contribute to sustainable development
The Spanish System of Science, Technology and Innovation is then made up, understood as the set of public and private funding to develop
functions, performance or coordination in the same, and the set of relations, structures, measures and actions implemented to promote, develop
and support policy research, development and innovation in all areas of the economy.
Article 37 includes one of the most important of the Act, involving the provision of open access publishing by providing
that all researchers whose activity has been funded primarily with State Budget are required to publish in open access an
electronic version of content accepted for publication in research journals. For their development is entrusted to the agents
of the establishment of open access institutional repositories.
